How do I enable the wireless in a Cisco Aironet access point?

This is 1200 series Cisco systems AP which is shipped with the wireless disabled, I have only laptop at my disposal. I have tried to communicate with it using it’s supplied ethernet cable but either my laptop does not see it or it does not respond. I have the small hand book that comes with it so I do know all the default settings.

Can I turn the wireless feature on the BT Home Hub OFF to limit wireless access to the children?

OK, ideally I would like to restrict access to my internet connection by turning the wireless BT hub off but still allow my desktop to connect via the ethernet connection? Daughter uses her laptap for coursework/projects etc and is connected via the wireless element. My desktop is ethernet connected. Can this be done?
